Marcie R. Horowitz is a partner in the firm and a member of our Environmental & Brownfields practice group.

Marcie concentrates on brownfields redevelopment and regulatory compliance with federal and state environmental laws. With a background in geology, she counsels clients on environmental issues associated with real estate and business transactions, including ISRA compliance and soil and groundwater remediation issues. Marcie also has extensive experience in enforcement and regulatory issues related to air pollution control and hazardous waste management, including the negotiation of complex environmental permits and RCRA closure/corrective action issues.

Marcie has written and lectured frequently on environmental compliance issues. She is the author of “The Federal-State Relationship Under RCRA,” in The RCRA Practice Manual (published by the ABA Section of Environment, Energy, and Resources). She has also served as an Adjunct Instructor in Legal Research and Writing at Seton Hall University.

Prior to joining our firm, Marcie was a partner in the Environmental Department at Barnes & Thornburg in Indianapolis, Indiana. She also practiced corporate and real estate law in Philadelphia for three years.

Marcie has been admitted to practice in New Jersey, Indiana and Pennsylvania. She is a member of the American Bar Association, the New Jersey State Bar Association (Environmental Law Section), and the Society of Women Environmental Professionals.

Marcie received her Bachelor's Degree with highest honors from Douglass College, Rutgers University in 1975. She received her law degree, magna cum laude, from the University of Pennsylvania School of Law in 1981, where she was the Editor-in-Chief of the Law Review and a member of the Order of the Coif. She received a Master's Degree in Geology from Bryn Mawr College in 1988. Marcie clerked for the Honorable Arlin M. Adams, U.S. Court of Appeals for the Third Circuit.

Marcie has been named a New Jersey “Super Lawyer” and is accorded Martindale-Hubbell's highest AV rating.
